Milestone Extension: Endangered Species Act Consultation (NOAA-NMFS)

The project sponsor submitted an updated Construction and Operations Plan (COP) to BOEM on September 29, 2025. On October 1, 2025 the government shut down through November 12, 2025, impacting BOEM’s ability to review the COP submission. In addition, multiple comments were not addressed by the project sponsor in their September 29, 2025 COP submission and the project sponsor indicated that the Underwater Acoustic Assessment, Historic Resources Visual Effects Assessment, and Seascape and Landscape Visual Impact Assessment and associated COP updates would be submitted later in time.

Milestone Extension: Section 106 Review

On December 15, 2026, Laramide Resources, Ltd. requested a schedule delay of six to twelve months to allow better alignment between the state and federal permitting processes. The revised schedule moves the final decision date by one calendar year.

On December 15, 2026, Laramide Resources, Ltd. requested a schedule delay of six to twelve months to allow better alignment between the state and federal permitting processes. The revised schedule moves the final decision date by one calendar year. 

Milestone Extension: Plan of Operations (USDA-FS)

On December 15, 2026, Laramide Resources, Ltd. requested a schedule delay of six to twelve months to allow better alignment between the state and federal permitting processes. The Forest Service will continue the completeness review of the Plan of Operations while Laramide focuses on data collection for both federal and state permitting. Data captured will inform the Plan of Operations to ensure it is complete.

As part of BLM’s effort to align with the Department of the Interior’s July 15, 2025 memorandum, updates to the Mosey Solar Project schedule, including updating the milestone dates on the FAST-41 Dashboard, are necessary to comply with the new requirement that all wind and solar energy project decisions, actions, consultations, and other undertakings be routed through the Office of the Secretary for final review prior to the agency taking action.

Milestone Extension: Section 106 Review
