The implementation of the above-mentioned policies is essential to ensure that development of the EIS is consistent with current legal and policy frameworks, and requires additional time for intra-agency coordination, stakeholder engagement, and technical analysis. The project sponsor requested the EFH milestones be revised to allow for additional time to conduct the EFH Assessment.
BIA coordinated with the project sponsor (Santa Fe Indian School) and the lead agency (NTIA) to adjust the milestone deadlines. We propose bumping Zuni Agency ROW (where construction is intended to begin first) out 6 months and bumping Ramah Agency and Southern Pueblos Agency ROWs out 9 months. This will provide sufficient time for SFIS to submit complete ROW applications and for legal review of recently submitted waivers for definite location. For further justification, please see the attached.

BOEM estimated that publication of the Draft EIS would be delayed by approximately 10 months (308 day shift) to July 24, 2026. Therefore, subsequently adjusted the remaining milestones for actions accordingly.
