1. No; 2. This date was provided as part of the coordinated effort with the Sponsor and all agencies in order to revise the schedule so that we could take the project out of "pause". 3. Yes, I believe all levels of management are aware of all changes being made to the schedule. 4. This date change is part of multiple date changes occurring on this project. This date change was not the impetus behind the delays to the project. This date change is in response to those delays. 5. The issuance of the ROW is dependent on the completion of the NEPA for Phase II. The was Draft EA for BLM review was delayed by the project sponsor. The EA is an applicant provide document and it was received on August 12, 2019. It is anticipated that EA-3 will be completed by the Dec 31, 2019. The pauses in the
data entry error.

Section 106 review consultation will conclude with the Programmatic Agreement. The PA has been drafted but has not been finalize but is in the Final EIS that published in the September 13, 2019 Federal Register. Discussions on the draft PA are ongoing and public comment is still being accepted. The date has been changed to reflect the ongoing consultation.
