Milestone Extension: Section 10 Rivers and Harbors Act of 1899 and Section 404 Clean Water Act

Coordination with the lead agency (NRC) took place on 26 April via email. Coordination with the sponsor (FPL) took place via meeting on 23 April. All are aware of the need for a time extension and are working to provide necessary information to complete the USACE process. Although the Corps is making every attempt to render a permit decision by May 22, 2019, a decision cannot be made until a mitigation plan is provided by the applicant that meets the requirements of 33 CFR 332.

Milestone Extension: Environmental Impact Statement (EIS)

Project sponsor had delays in providing BLM cultural information that is needed for the environmental analysis and 106 determinations of eligibility and findings of effect. BLM coordinated the updated schedule with Riverside County, USEPA, USFWS, and California Department of Fish and Wildlife. The BLM also consulted with the project sponsor in developing the updated schedule. The sponsor concurs with the schedule and are "encouraged and look forward to implementing the schedule [BLM] provided."

Project had been paused, waiting for revised POD from applicant. Schedule delays due to coordination with DRECP, CA CEQA requirements. And minor delay coordinating with another FAST-41 project, Desert Quartzite on location of their gen-tie line.

Schedule back in progress, upon receipt of revised Plan of Development from proponent. Paused while waiting for revised POD, need for coordination with DRECP and California CEQA requirements. Additional minor delay occurred to coordinate with another FAST-41 project, solar Desert Quartzite, on that project's gen tie route.

Milestone Extension: Environmental Assessment (EA)

The applicant delayed sending the Site-Specific Plan of Development 6 (SPOD-6) until May 23, 2019. The project Sponsor (Proponent, Power Company of Wyoming) is make business decisions to ensure that their transmission line (Transwest Express) is on a similar construction timeline. Currently, the Chokecherry Sierra Madre Project is under construction on Phase I and the haul road and infrastructure for Phase II. The proponent has permitting in place to allow for construction for all of the 2019 construction season.
