Before a renewable energy facility can be constructed, a lessee or applicant must submit a construction and operations plan (COP) for BOEM’s review and approval. Once submitted, BOEM conducts environmental and technical reviews of the COP and decides whether to approve, approve with modification, or disapprove the COP. Guidance on information requirements for COPs can be found at: https://www.boem.gov/COP-Guidelines/. On March 19, 2019, Bay State Wind submitted a COP for Lease OCS-A 0500.

Description:
Bay State Wind (BSW) proposes to develop, build, and operate a utility-scale offshore wind facility. The Bay State Wind Offshore Wind Farm Project (the Project) proposes to construct up to 110 wind turbine generators (“WTG”), up to 186 miles of associated inter-array cabling, two co-located offshore substations (OSSs), export cables, and an onshore operations and maintenance (O&M) facility with an associated Base Port during the operation phase.
The Project is located in federal water on the Outer Continental Shelf (OCS), specifically in Bureau of Ocean Energy Management (BOEM) Renewable Energy Lease Area OCS-A 0500, approximately 14 miles south of Martha’s Vineyard, Massachusetts. The undersea Export Cable will traverse both federal waters and state waters of Rhode Island and Massachusetts, and ultimately making landfall within the Brayton Point Commerce Center (BPCC) located in Somerset, Massachusetts.
The Environmental Review and Permitting Status of this project will be changed to “In Progress” once the Notice of Intent to prepare an Environmental Impact Statement (EIS) has been issued.
