Milestone Extension: Right-of-Way Authorization (DOI-BLM)

The schedule for this project has been updated to reflect the changes submitted to FPISC on January 12th, 2018. The DEIS has been delayed primarily due to additional analysis required for the Desert Renewable Energy Conservation Plan, and the California Public Utilities Commission review for CEQA adequacy. DOI has identified a new target completion date for the DEIS, and is expediting the remaining schedule accordingly.

Milestone Extension: Right-of-Way Authorization (DOI-BLM)

The applicant has requested a change in the project that requires additional edits to the DEIS. DOI is requesting to adjust all dates going forward from the DEIS, to include the FEIS, ROD, ROW and NTP. Although the first milestone adds 42 days, the final action, which is the NTP is only extended by 2 weeks. The adjusted target completion dates have been developed in consultation with the applicant to accommodate their request.

Milestone Extension: Authorization and Certification

BSEE consulted with BOEM to change these dates, based on information from the project proponent. Hilcorp informed the Cooperating Agencies that it will not provide certain applications (such as this one) that are in its "Project Execution" phase, until it has made a business-case decision to sanction the project (by December 2018). BOEM (and the project sponsor), BSEE and the Project Proponent are all aware of this date change. BOEM is being reactive to the project proponent's request.

Milestone Extension: Section 404 Clean Water Act

Agency staff tried to change the target date on December 27, 2017 (more than 30 days before the target date); however, due to staff leave over the Holidays, this update could not be made before the lock-out. Further, FPISC-OED failed to approve of the date change before the January 26, 2018 target date was missed. FPISC-OED has already approved via e-mail for this update to occur.
