The Bureau of Land Management (BLM) is the lead Federal agency for responding to an application for a right-of-way across federal lands under Mineral Leasing Act. The BLM right-of-way grant would include Forest Service traversed lands and Fish and Wildlife Service traversed lands. If the BLM offers a right-of-way grant to the applicant, the target date for this action will be the offer date of the right-of-way grant to the applicant for their signature.
Plan of Development(POD) is a dependency. Waiting for POD submittal to deem application complete.
This milestone will be paused until the proponent submits an updated Cultural survey report, biological assessment, project description and proposed action. These items were to be submitted no later than October 2019. We anticipate receiving these components between mid- January 2020 and March 2020.

Description:
Plains Pipeline, L.P. filed a right-of-way application with the Bureau of Land Management (BLM) Bakersfield Office on January 9, 2018, for the replacement and abandonment of existing oil pipelines 901 and 903. The project spans multiple local, State and Federal jurisdictions. The proposed project consists of installation and operation of approximately 123.4 miles of replacement pipelines 901R and 903R, supporting access roads, valves, and pump stations.
The project was paused from November 1, 2019 to January 4, 2021. Plains Pipeline, L.P. submitted an updated project description and supporting documents during this time. A Standard Individual Permit (SIP) application was submitted to the United States Army Corps of Engineers on October 5, 2020 to replace the original Nation Wide Permit (NWP) 12 Per-Construction Notification(PCN) application while the project was in paused status.
