The SIP issuance is projected to occur 30 days after the USACE signs the ROD in accordance with EO 13807/OFD [planned].  The 2022 date is due to the project being on paused status for over a year. 

This milestone is dependent on the applicant's submittal of a complete permit application by the target date for milestone 2, as well as the applicant's timely submittal of information of any information that may be necessary for a permit decision. This milestone is also dependent upon the completion of the Endangered Species Act and Section 106 National Historic Preservation Act consultations, the lead agency's issuance of the ROD, the completion of government-to-government consultation with Federally recognized Tribes, and the completion of a Sec. 401 water quality certification or waiver from the Regional Water Quality Control Board.

Description:

Plains Pipeline, L.P. filed a right-of-way application with the Bureau of Land Management (BLM) Bakersfield Office on January 9, 2018, for the replacement and abandonment of existing oil pipelines 901 and 903. The project spans multiple local, State and Federal jurisdictions. The proposed project consists of installation and operation of approximately 123.4 miles of replacement pipelines 901R and 903R, supporting access roads, valves, and pump stations. 

The project was paused from November 1, 2019 to January 4, 2021. Plains Pipeline, L.P. submitted an updated project description and supporting documents during this time. A Standard Individual Permit (SIP) application was submitted to the United States Army Corps of Engineers on October 5, 2020 to replace the original Nation Wide Permit (NWP) 12 Per-Construction Notification(PCN) application while the project was in paused status.
