Milestone Extension: Environmental Impact Statement (EIS)

All are aware of the changes due to federal funding lapsing. Lapse in funding required public meetings to be cancelled and the public comment period to be extended through the new public meetings. Public comment period was extended 8 weeks which puts the entire schedule back 8 weeks. We were already moving as quickly as possible and we can't continue until we have all comments received. We are working to address comments now as we can, but we anticipate new comments with the meetings which need to be addressed.

Milestone Extension: Special Use Permit (FS)

The project sponsor, Idaho Power, requested in an October 26, 2018 letter to the US Forest Service to pause the special use authorization for Boardman to Hemingway project until February 2019. The request was due to potential limitations in staffing for review and signing of the special use document during the holiday season. The point of contact for the pause is M. Milestone Extension: Section 10 Rivers and Harbors Act of 1899 and Section 404 Clean Water Act

1. Project sponsor concurs with date change. See separate email to FERC, FPISC-OED, project sponsor and cooperating agencies. 2. see #1 above 3. It is up to FERC as lead agency to document any changes in the project's CPP. This has not been discussed at any project-specific CERPO meeting. 4. Target date for permit issuance may be "moved to the left" depending upon the date of completion of the Section 106 consultation process. 5. My agency CERPO has been made aware of the fact that the date is being changed because of the dependency factor.

Milestone Extension: Endangered Species Act Consultation (DOI-FWS)

BLM issued its Draft EIS in August 2018; FWS received a complete and sufficient Biological Assessment on October 25, 2018 and anticipated concluding consultation within the 135 days provided by statute; however, due to a lapse in appropriations the government was shut down for 35 days.  FWS anticipates concluding consultation by April 15, 2019, which allows for the entire 135 days provided by statute.  BLM does not anticipate issuing its FEIS until May of 2019, and its ROD in July of 2019. Issuing the BO by April 15, 2019, will not delay any other project-related actions.

Milestone Extension: Authorization for Liquefied Natural Gas Terminal Facilities, Onshore or in State Waters

Due to the funding lapse at certain federal agencies between December 22, 2018, and January 25, 2019, an extension was necessary for cooperating agencies to complete their respective review. As such, the Commission issued a notice revising the schedule for issuance of the draft and final EISs and final order on February 28, 2019. Commission staff emailed the notice to the relevant agencies and project sponsor.
