Agency staff tried to change the target date on December 27, 2017 (more than 30 days before the target date); however, due to staff leave over the Holidays, this update could not be made before the lock-out. Further, FPISC-OED failed to approve of the date change before the January 26, 2018 target date was missed. FPISC-OED has already approved via e-mail for this update to occur.

The schedule for this project has been updated to reflect the changes submitted to FPISC on January 12th, 2018. The DEIS has been delayed primarily due to additional analysis required for the Desert Renewable Energy Conservation Plan, and the California Public Utilities Commission review for CEQA adequacy. DOI has identified a new target completion date for the DEIS, and is expediting the remaining schedule accordingly.
From EPA: The date of issuance of the NPDES permit will need to be revised as a result of the overall schedule changes for the EIS. To be consistent with the new EIS timeline and expected issuance date of the EIS ROD, EPA would like the NPDES issuance date changed to November 13, 2018.

An outstanding item for the Department of Army's application is the 408 review which evaluates impacts to Federal projects. The applicant submitted their application for 408 review on July 17, 2018. After the 408 review is complete, the applicant will then submit the revised mitigation plan for the Corps' review. The Corps (Regulatory) cannot issue a permit until the 408 review and mitigation are finalized. USACE's original time estimation was based on when they received a complete mitigation plan from the applicant which they were submitting after the 408 review was complete.
