Due to the funding lapse at certain federal agencies between December 22, 2018, and January 25, 2019, an extension was necessary for cooperating agencies to complete their respective input. As such, the Commission issued a notice revising the schedule for issuance of the draft and final EISs and final order on February 28, 2019. Commission staff emailed the notice to the relevant agencies and project sponsor.

As such, the Commission issued a notice revising the schedule for issuance of the draft and final EISs and final order on February 28, 2019. Commission staff emailed the notice to the relevant agencies and project sponsor.
The Commission’s previous notice of schedule, issued on August 31, 2018, identified issuance dates of November 8, 2019, for the final EIS, and February 6, 2020, for the final order (based on issuance of a draft EIS in February 2019). The previous notice stated that the forecasted schedule was based upon the project sponsor providing complete and timely responses to any data requests. In its partial data request responses filed in January and February 2019, the project sponsor states that it would provide the remainder of the responses in stages through July 2019.
The Corps is requesting an extension of the FPL Turkey Point project from April 22, 2019 until May 22, 2019. A Department of the Army permit cannot be issued until we receive: A complete mitigation plan. A request for additional information was sent to the applicant on February 26, 2019 and the applicant provided a response March 19, 2019. The Corps will need the extension to review the information and incorporate it into the record of decision. The Corps (Regulatory) cannot issue a permit until the mitigation is finalized.

Project sponsor is aware of delay and is working with Navy to complete the NHPA Section 106 and Tribal Consultations by June 30. Date change does not affect the permitting timetable as it is not on the critical path. DoD CERPO has been informed and understands that project sponsor & the Navy have significant participatory roles in getting consultations completed.
The new target dates for the export authorization is based on changes in FERC’s published schedule for the project. The export authorization is dependent on FERC's decision.
1. Project sponsor is not concerned with the date change as per April 1st email. 2. Date does not affect any other aspects of the permitting timetable but USACE coordinated with all involved agencies and the project sponsor. 3. The Section 106 process for this process remains paused and this is a dependency for issuance of USACE authorization. This is the fourth extension request and it has not been discussed at the project-specific CERPO meeting. 4. It remains unknown at this time whether the permitting timetable can be adjusted. Completion of the Section 106 process remains a dependency.
The issuance of the export authorization is dependent on the issuance of FERC's final order.
