1.Is the project sponsor concerned with the date change? No 2.Does the date change affect any other aspects of the permitting timetable? No 3.Have any issues related to this date change been documented in the project’s CPP or discussed at the project-specific CERPO meeting? Yes. 4.Is there opportunity for the permitting timetable to be adjusted to make up for the time lost as a result of this delay? No 5.Has your agency CERPO and/or the lead agency CERPO for the project been made aware of the delay and the possible effect it may have on the project? Yes BLM and DOI are aware of the request for additional time to complete consultation in order to support the completion of NEPA and any associated real estate action. DOD/Bowers held a conference call with FPISC/Levofsky and Navy team to explain the need for additional time to complete the NHPA Section consultation on 7/30. Additional time required to ensure all parties are consulting within the same scope and area of potential effect to complete the consultation. Key question from FPISC was how agencies approached coordinating the consultations. Unfortunately the Lead and cooperating agency consultations were not coordinated due to a change in the project sequencing.

Description:
PacifiCorp, Bonneville Power Administration (BPA), and Idaho Power jointly propose to design, construct, operate and maintain a new 500 kilovolt, single-circuit electric transmission line from a proposed substation near Boardman, Oregon to the Hemingway Substation near Melba, Idaho. The 500kV line will span approximately 300 miles total, 88 miles on land managed by the Bureau of Land Management (BLM). The project would provide additional capacity for exchanging energy between the Pacific Northwest and the Intermountain West, depending on which region is experiencing the highest demand.
BLM received Idaho Power Company’s Boardman to Hemingway Transmission Line Project application and Plan of Development (POD) on Dec. 19, 2007.
In keeping with its mission and NEPA, BLM has established collaborative relationships with many Federal, State and local organizations to facilitate cooperative government reviews, ensure science-based decision-making, and prevent duplicative efforts. As part of this approach, BLM incorporates input from the public and affected local governments into the review process. BLM relies on this input to develop an Environmental Impact Statement (as required by 30 CFR 550.269) to support its decision-making process. Additional information, including NEPA documentation, can be found on the Boardman to Hemingway project page, http://boardmantohemingway.com.
Project Litigation - A complaint was filed with the United States District Court for the District of Oregon, Pendleton Division on 11/12/2019, Case 2:19-cv-01822-SU
