BLM updated the milestone change for the Borderlands Wind Project section 106 target date from Feb 21, 2020 to a target date of April 6, 2020. It appears that the target date change was not made during the migration phase of the dashboard earlier this year. For the April milestone date, there was a face-to-face consultation scheduled on March 16, 2020 that could not occur due to the COVID-19 pandemic. The consultation is being rescheduled for completing the 106 process (signing the PA) by June 15, 2020.
After the public comment period on the proposed rule ended on July 29, 2019, NMFS reached out to AGDC on August 27, 2019 regarding additional information needed to address public comments. The request included clarification and changes related to: 1) the accuracy of the project description, and 2) their methodology for calculating expected beluga whale takes. This information was deemed critical for NMFS to adequately address public comments. AGDC did not respond to our August 27, 2019 request until the information was requested again on October 3, 2019.
Reason for Delays: The Project Sponsor has faced some challenges with delivering information and modeling results needed to support the EIS by the due dates stated in the EIS schedule agreed to by the Project Sponsor, USACE, and cooperating agencies. The cumulative effect of these individual challenges has resulted in the need to extend the targeted dates identified for the major milestones on the permitting dashboard.

DOE action is dependent on FERC issuance of its final order, which occurred on March 19, 2020. DOE's milestone target for a decision on the natural gas export authorization is within 90 days of FERC's final order.
