The project crosses through U.S. Army Corps of Engineers Portland District and Walla
Walla District Regulatory boundaries. The Portland District is the lead district for
evaluation of the Department of the Army permit requirements.
The Portland District received a permit application for the proposed project on 30
January 2023 and found the application to be incomplete by 3 February 2023. Upon
coordination with BLM and the applicant, a revised application will be submitted for the
proposed project on or by 31 December 2023. The updated permit review schedule is
The project crosses through the Bureau of Reclamation’s (Reclamation) Snake River
Area Office boundary, crossing Reclamation fee owned lands and Reclamation
Easements. The Snake River Area Office is the lead office for evaluation and issuance
of the Reclamation permits.
Reclamation anticipates receiving an application from the applicant for the Boardman to
Hemingway project after their Plan of Development (POD) is finalized. The applicant is
targeting summer 2023 to issue final POD. Once the POD is finalized the applicant will

The delayed timing of submittal of information towards the Marine Mammal Protection Act (MMPA) permitting process by the project sponsor led to the need to revise the COP review and approval schedule for the CVOW Project. The DEIS was shifted by 4-months with a new milestone date of 12/16/22. The COP is being adjusted accordingly.
The target date for the final OCS Air Permit milestone is 1-year after the date EPA determines the permit application is complete. Since the OCS Air Permit application was deemed complete on 2/7/23, the date for the OCS Air Permit issuance of final decision is being adjusted accordingly.
Notified by BOEM that ROD dates has changed and Executive Director approval is required. Updated USACE decision dates based on BOEM's changes to ROD date. USACE decision dates remains at 90 days post-ROD.
The final milestone has been adjusted in accordance with BOEM's revised schedule, to allow the 90 day decision making timeframe from BOEM ROD to USACE permit decision.
