Use Authorization DOI BOR

Requests for a use authorization are submitted through a Standard Form 299 or Reclamation Use Form 7-2540, as appropriate. Reclamation will review the application and determine if a requested use is compatible with authorized project purposes, is in the best interests of the public, and is consistent with appropriate resources management and environmental considerations for the area. The issuance of a use authorization is at Reclamation's discretion. Not all requests will be authorized.

Lease of Power Privilege DOI BOR

A Reclamation lease of power privilege (LOPP) is a contractual right given to a non-federal entity to use a Reclamation project site for hydroelectric power generation consistent with Reclamation project purposes. A LOPP project must not impair the efficiency of Reclamation generated power or water deliveries, impact the structural integrity of the Reclamation project, jeopardize public safety, or negatively affect any other Reclamation project purpose.
