Milestone Extension: Construction and Operations Plan

COP approval must be delayed due to delays to the NEPA and associated consultation analyses that must be completed prior to COP approval. This milestone change has been coordinated with the project proponent as well as NOAA and U.S. Army Corps of Engineers. Other FAST-41 cooperating agencies were also provided a courtesy notification of the proposed milestone changes. The milestone changes have been previously approved by the FPISC Executive Director.

Milestone Extension: Environmental Impact Statement (EIS)

Project delays due to numerous factors including delayed submission of some COP appendices, COP updates that warranted updates to the associated NEPA and consultation documents;  the addition of a new NEPA alternative while drafting of the EIS was already well underway; the delayed submission of additional modeling information associated with the new NEPA alternative; and a complex and controversial Section 106 process.

Milestone Extension: Section 106 Review

NHPA section 106 consultation process needs to be extended because the agency received more stakeholder comments related to onshore visual impacts than originally anticipated, and because the proximity of the lease area to many national historic landmarks in Rhode Island will require additional consultation under sections 106 and 110(f) of the NHPA.

DOE determined that it was necessary for the National Energy Technology Laboratory (NETL), which is conducting the SEIS, to conduct additional modeling on an issue central to both studies in the SEIS—the options associated with managing carbon dioxide (CO2) produced with, and removed from, the natural gas supplying the proposed Alaska LNG Project on the North Slope of Alaska.
