The Section 106 completion date is being modified to allow for further coordination between the Project Sponsor and Pueblos and Tribes regarding alignment of the proposed route and protection of important resources.

The timing of the OCS Air Permit is planned to cover the project construction activity, anticipated in late 2027 to early 2028. The proposed milestone for the OCS Air Permit has been shifted in accordance with the proposed schedule shift for the project.
The changes to the PDE as described above will need to be analyzed and considered by USACE as part of their permitting processes. In addition, the Section 10/404 final completion date is dependent upon the final completion date of BOEM’s NEPA action. For this project, the USACE review will require 120 days between issuance of the ROD and issuance of USACE’s Section 10/404 decision. Therefore, an extension of the Section 10/404 final completion date is requested based upon the extension of the NEPA completion date.

The COP for this project was initially filed with BOEM in December 2020, and an NOI was
published in the Federal Register in July 2021. BOEM is currently working towards a Draft
Environmental Impact Statement milestone in 2024.
The COP milestone is dependent on the NEPA schedule and will shift accordingly.
