Milestone Extension: Section 106 Review

The “Section 106 consultation concluded” milestone is dependent on the timing of consultation meetings with consulting parties – critical milestones in the projects permitting table.

Milestone Extension: Right-of-Way Authorization (DOI-BLM)

The schedule modification is needed to reconcile errors on the initial CPP schedule as well as delays in receiving a delivery of a final Plan of Development (POD) to the BLM on 4 April 2025. According to BLM Nevada policy under NV IM 2024-019, BLM specialists must be allowed 90 days to review the final POD. NV IM 2024-019 is a Nevada-specific policy for all program areas for projects requiring completion of a National Environmental Policy Act (NEPA) process.

Milestone Extension: Fish and Wildlife Coordination Act Review (DOI – FWS)

The USACE (lead federal agency), in coordination with CPRA (Applicant/Requester), is requesting time extensions for all the planned and in-progress target milestone dates on the permitting dashboard for CPRA’s Mid-Breton Sediment Diversion project.  Additional time is required to perform an adequate assessment of conformance with relevant laws and regulations and to conduct the environmental review (relevant factor).

Milestone Extension: Special Use Permit (FS)

USFS asked to change final issuance date of their special use permit to 11/19/24 to allow for 142 days after the issuance of the Bio Op to incorporate the statutory 142 day objection period for the Forest service permit.
