The schedule modification is needed to reconcile errors on the initial CPP schedule as well as delays in receiving a delivery of a final Plan of Development (POD) to the BLM on 4 April 2025. According to BLM Nevada policy under NV IM 2024-019, BLM specialists must be allowed 90 days to review the final POD. NV IM 2024-019 is a Nevada-specific policy for all program areas for projects requiring completion of a National Environmental Policy Act (NEPA) process. The purpose of the IM is to outline the BLM NV NEPA project management process with greater clarity, incorporate improvements learned over time and include changes to the 2023 Fiscal Responsibility Act (FRA) (Public Law 118-5 Section 107(f) changes to NEPA. The NV IM requires that the Project provided the Supplemental Information Reports and the Supplemental Environmental Reference (SIRs & SERs) to ensure a thorough review and completeness of the POD to mitigate delays in the formal NEPA process.

Description:
Balanced Rock Power proposes to construct a 600-megawatt (MW), alternating current (AC) solar photovoltaic (PV) power generating facility with a battery energy storage system (BESS). The Project’s primary purpose is to produce 600-MW of energy annually. The Project site would be located in White Pine County, Nevada on approximately 2,891 acres of lands managed by the U.S. Bureau of Land Management (BLM), approximately 15 miles west of Ely, Nevada. The Project site would be divided into two areas of BLM-managed land adjacent to and on the east and west sides of another proposed solar project. The Project would also include a 5.8-mile transmission interconnection line at either 500 or 345 kV to interconnect the project to the existing Robinson Summit Substation.
