Description:

Department of Army authorization from the US Army Corps of Engineers New England District is required pursuant to Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act.  Activities that require authorization include: Installation of turbine structures on monopile foundations embedded in the ocean floor. Installation of export cable(s) and associated cable protection. Installation of inter-array cables between turbine structures and offshore substations. Monopile or jacket pile supported offshore substation(s). Horizontal directional drilling will be utilized along the shoreline for the export cable to begin its path to a substation/grid connection.

    As per the January 20, 2025 Presidential Memorandum, Temporary Withdrawal of All Areas on the Outer Continental Shelf from Offshore Wind Leasing and Review of the Federal Government’s Leasing and Permitting Practices for Wind Projects, USACE has paused the decision making for SouthCoast Wind until a comprehensive assessment by the Department of the Interior for wind energy leasing and permitting practices is completed. Description:

Updated February 2023:  Mayflower Wind Project name changed to SouthCoast Wind Project.

The purpose of the SouthCoast Wind Project is to provide clean, renewable wind energy to the Northeast United States, including to Massachusetts. SouthCoast Wind will support reliability in Massachusetts and in the New England region, while meeting the Commonwealth’s statutory need for renewable/clean energy. The SouthCoast Wind Project also supports the federal need of grid reliability, as set forth the Federal Power Act in Section 215. Out of the 6.7 million people living in Massachusetts, nearly 5.1 million people live along coastal areas of the state. Offshore wind projects like SouthCoast Wind can provide a localized energy source to coastal populations.
