  • Non-conformance Explanation:
    The Bureau of Land Management (BLM) missed the May 2, 2026 milestone to publish the Notice of Intent to prepare an Environmental Impact Statement (EIS) and Resource Management Plan (RMP) Amendment.Per the Department of the Interior National Environmental Policy Act implementation handbook, the BLM is required to publish a Notice of Intent to prepare an EIS when BLM determines an EIS is the appropriate level of NEPA documentation necessary for a proposed project (516 DM 1 Section 1.8 (b)). The Notice of Intent for the Mosey Solar Project is completing necessary agency review and briefings and would be published once those are completed. Per 42 U.S.C.§ 4370m-2(c)(2)(F), BLM is required to provide an alternative completion date and an initial explanation for the missed completion date. BLM has provided the initial explanation for the missed date and is providing June 26, 2026 as an alternative completion date and corrects scoping date to July 26, 2026.

Description:

Clearway Energy Group LLC proposes to construct a 500-megawatt (MW) solar photovoltaic (PV) power generating facility and battery storage facility with up to 850 MW of battery energy storage.  The Project would be sited entirely on approximately 3,568 acres of public land administered by the U.S. Bureau of Land Management (BLM) in Pahrump Valley, Nevada.  The Project would interconnect to the existing Trout Canyon Substation located approximately 3 miles from the Mosey Solar project area.
