Applicant delays caused delay in EPA’s application completeness determination, which shifted final decision milestone date forward according to the one-year statutory deadline under CAA § 165.
In addition to interagency delays in developing project alternatives in June 2022, the project sponsor presented new project information in February 2023, to BOEM, NOAA, and USACE. The change in design for feasible wind turbine generator (WTG) locations involved removing 22 WTGs for the project due to glauconite sands present within the Lease Area. This change required additional analysis by BOEM for a new constructible preferred alternative that needed to be added to FEIS.

BOEM presented a 3rd revised schedule to the cooperating agencies on 4/20/23, which included delays to the DEIS and ROD due to feasibility issues with turbine generator foundations and subsequent updates to consultation and ROD milestones.
The date has been changed as per BOEM's revised schedule. The date change was coordinated the lead agency, BOEM.
On Feb 8, 2023, NOAA filed the proposed rule for the Sunrise Wind Offshore Wind Project in the Federal Register for public comment. The Dashboard has been updated to mark this milestone "complete".
