Milestone Extension: Environmental Impact Statement (EIS)

The Project schedule provided by the proponent accounted for a delivery of a final Plan of Development to the BLM on 4 April 2025 which needed to include a NV IM 2024-01 90-day BLM specialist review. NV IM 2024-019 is a Nevada specific process for all program areas for projects requiring National Environmental Policy Act.  The purpose of the IM is to outline the BLM NV NEPA project management process with greater clarity, incorporate improvements learned over time and include changes to the Council of Environmental Quality’s (CEQ) NEPA regulations Phase 2, which incorporated the 2023 Fiscal Responsibility Act (FRA) (Public Law 118-5 Section 107(f) changes to NEPA.  The project sponsor established the publication for the NOI on 2 May 2025 to begin the Formal NEPA clock. The NV IM requires that the Project provided the Supplemental Information Reports and the Supplemental Environmental Reference (SIRs & SERs) to ensure a thorough review and completeness of the Plan of Development to mitigate delays in the formal NEPA process.

Description:

Pantheon Solar, LLC proposes to construct, operate, maintain, and eventually decommission a 400-megawatt (MW) solar photovoltaic facility on public lands administered by the U.S. Bureau of Land Management (BLM).  The Project’s primary goal is to produce 400-MW of energy annually, which equates to the annual daytime energy needs of approximately 230,000 households.  The Project site would encompass approximately 2,682 acres of BLM-administered land located approximately 16 miles west of Ely, Nevada.  The Project will include a 500-kilovolt generation tie-line, approximately 6.2 miles in length. Interconnection with the power grid would occur at the Robinson Summit Substation, four miles to the north of the Project site.
