Application and Supporting Documents

The BLM’s right-of-way application (SF-299) was submitted in February 2021. The BLM Variance process for solar energy projects was completed in September 2024. The schedule includes issuance of a Final EIS in October 2026 (68 months from application) and a ROD in January 2027 (70 months from application). The reason for the deviation from the Department of Interior performance standard (24 months) is that the BLM Variance process required 19 months. Applications for solar ROW require separate processes and follow separate requirements prior to determining that an application can move through NEPA. The NOI would be released in May 2025, with a schedule for NOI to ROD of approximately 20 months.
