Description:
The endangered Gaviota tarplant, San Joaquin wooly threads, California jewel flower, Kem mallow, Santa Barbara County Distinct Population Segment of the California tiger salamander and its critical habitat, blunt-nosed leopard lizard, southwestern willow flycatcher and its critical habitat, least Bell's vireo and its critical habitat, California condor, tidewater goby and its critical habitat, San Joaquin kit fox, Nelson's antelope squirrel, giant kangaroo rat, Tipton kangaroo rat, and arroyo toad and its critical habitat, as well as the threatened Kem primrose sphinx moth and California red-legged frog and its critical habitat occur in the project area; therefore consultation pursuant to section 7 of the Endangered Species Act will be necessary. FWS received a a request to initiate consultation on July 2, 2019 and on August 1, 2019 requested additonal information needed to complete consultation.

Description:
The proposed Plains Pipeline will replace the existing pipelines known as Line 901 and Line 903 with the Line 901R and Line 903R pipelines. The proposed Project consists of the installation and operation of approximately 123.4 miles of replacement pipelines, supporting access roads, valves, and pump stations.
The proposed project is in the planned stage based on several factors. The applicant is preparing an application and Plan of Development for submittal to the project team. Until the application and Plan of Development is received, the proposed project may not be Initiated. In addition, a NEPA contractor is needed. The proposed project will be in the in progress stage in the First Quarter of Calendar Year 2019.
