Cooperating under NEPA
Description:
The Bureau of Land Management (BLM), the United States Forest Service (Forest Service), and the United States Bureau of Reclamation (Reclamation) are cooperating agencies with the Federal Energy Regulatory Commission (FERC) in the development of a National Environmental Policy Act (NEPA; 42 U.S.C. §§ 4321 - 4370e) analysis for a proposed natural gas pipeline and liquefied natural gas export terminal.
On 5/5/2006 BLM received a completed application from Pacific Connector Gas Pipeline to construct an approximately 232 mile, 36-inch diameter pipeline to transport up to 1,200,000 dekatherms per day of natural gas from an interconnection with existing, interstate natural gas transmission pipelines at Malin, Oregon, to the proposed Jordan Cove LNG facility at Coos Bay, Oregon, where the gas would be liquefied for export to free trade and non-free trade countries. The Pipeline would cross an estimated 41 miles over Federal lands administered by the BLM in the Coos Bay, Roseburg, Medford and Lakeview Districts; approximately 30 miles over Federal lands administered by the Forest Service in the Rogue River, Umpqua, and Winema National Forests; and less than a mile over land and facilities administered by Reclamation’s Klamath Basin Area Office.
BLM is the lead for federal Rights of Way and Temporary Use Permit required by MLA, which may require an amendment to the Resource Management Plan. BLM will issue the Right of Way 90 days following the Joint Federal Decision.
If the BLM offers a right-of-way grant to the applicant, the target date for this action will be the offer date of the right-of-way grant to the applicant for their signature.

BLM will issue a decision to grant a MLA right-of-way (ROW) and a MLA Temporary Use Permit (TUP) 120 days after the FEIS is approved, but not before completion of the protest and response period, ESA consultation, and USFS land amendments.
