Description:
Connecticut Department of Transportation (CTDOT) is investigating the need to rehabilitate, reconstruct, or replace Interstate 84 (I-84) through Hartford: The I-84 Hartford Project. The I-84 Hartford Project corridor is approximately three miles in length and encompasses the interchanges and elevated bridge sections of the highway from as far west as Hamilton Street to the I-91 Interchange on the east.
The purpose of the I-84 Hartford Project is to address structural deficiencies, improve traffic operations and safety, and improve mobility on the I-84 mainline and its interchanges between Flatbrush Avenue and I-91 in Hartford. A high-level planning study was completed in 2010. Scoping started in December 2014 under the assumption that the class of action would be an EA. The Section 6002 Agency Coordination Process was followed. After initial studies of anticipated resource impacts, the FHWA and the CTDOT determined it appropriate to develop an EIS.
