USACE was the lead agency, and issued an NOI in July 2017. The USACE initiated scoping for this project in August 2017. Subsequently, NCDOT decided to utilize federal funds, and the USACE rescinded its NOI in November 2018. FHWA and NCDOT continued coordination with the participating agencies and received concurrence on Purposed and Need and Detailed Study alternatives via the NCDOT Merger Process, as pre-NOI activities. FHWA issued a NOI in the Federal Register in October 2021.
