Description:

The Santee Sioux Tribe proposes the construction of a 41-mile, approximately 10-inch diameter water transmission line, along with necessary infrastructure, to deliver clean and reliable water to the Santee Sioux Nation located in Knox County, Nebraska. By constructing a 41-mile pipeline to interconnect the Santee system with that of Randall Community Water District and their existing surface water supply from Lake Francis Case in South Dakota, the Tribe will eliminate their water emergency and provide an opportunity for the next seven generations to continue to live on their lands provided under Executive Order in 1866.

USDA previously served as the facilitating agency for FAST-41.  In February 2026, USACE was deemed the lead agency. Once USACE fulfils the obligations for authorizations required under Section 404 of the Clean Water Act (CWA) Sections 10 and 14 of the Rivers and Harbors Act of 1899 and any potential associated Real Estate instruments under 10 USC 2668, USACE will not have any further Fast-41 role.
