Project Purpose

The Santee Sioux Nation Water System Capacity and Infrastructure Improvements Project is vital to supplying a long-term drinking water source to the Nation. In 2021, in conjunction with the Tribe, the U.S. Environmental Protection Agency (EPA) issued a Not to Be Consumed Administrative Order due to poor water quality. This order will continue indefinitely until a solution is found to provide a clean drinking water. The Santee Sioux Nation has struggled to find a quality water source free from listed contaminants as well as unacceptable levels of hardness, smell, and well head flood inundation for decades. By constructing a 31-mile pipeline to interconnect the Santee system with that of Randall Community Water District and their surface water supply from Lake Francis Case in South Dakota, the Tribe will eliminate their water emergency and provide an opportunity for the next seven generations to continue to live on their lands provided under Executive Order in 1866.

Project Description

The Santee Sioux Nation is located within north central Knox County in northeastern Nebraska and encompasses approximately 175 miles2 and is bounded by the Missouri River on its northern border and extends south to Center, NE. The Nation is bounded by 528th Avenue on its western boundary and 540th Avenue on its eastern border. Randall Community Water District (RCWD) is in Lake Andes, South Dakota. It is a rural water system that treats Missouri River surface water upstream from the Fort Randall Dam. RCWD operates two water treatment plants; one located West of Platte, South Dakota, and one in Pickstown, South Dakota. The project includes: • Water Transmission Line and Booster Stations - Construction of a 31-mile, approximately 10-inch diameter water transmission line, along with necessary infrastructure, to deliver clean and reliable water. This line runs from RCWD’s Carda Ground Storage Reservoir (GSR), across southeastern South Dakota, under the Missouri River, interconnecting with the Santee’s existing well field. To connect the Nation to RCWD, a new 10-inch diameter water main will begin at the Carda GSR. From this reservoir, a dedicated water main will proceed to the Missouri River near Running Water. Due to the elevation changes, a combination of booster stations and pressure reducing stations will be installed along the water main so that the pipeline will operate with acceptable pressure ranges. Once at the Missouri River pipeline will be bored under the river to the Nation’s wellfield located near the intersection of NE HWY 12 and HWY 54D. The new transmission line will connect to the Nation’s existing transmission facilities to convey water to the Village of Santee. Gravity flow will deliver water from the reservoir to the existing 110,000-gallon tank south of the Village of Santee. An altitude valve near the tank will prevent overflow.

Technical and Financial Ability

The Santee Sioux Nation intends to enter a design/build contract to construct the project. Current technical and financial oversight of the project is being completed by Pinpoint Engineering and Pinpoint Consulting.

Summary of Financing, Reviews and Authorizations

Federal financing is expected from EPA as Congressionally Directed Spending, Indian Health Service, USDA Rural Development, and the State of Nebraska. Previous environmental reviews have been completed as part of the federal planning process.
