The date is being pushed as the cooperating agencies would like to see another route through the federal lands analyzed in the draft EIS. An email about this delay was sent to the Council on 10/4/2018. The cooperating agencies and the applicant are all aware of this change and have approved it. This delay will change multiple other dates, that are all dependencies on when the EIS and ROD are completed. All are being updated currently to match the new time line. Everyone is working hard to find locations to make up time, but at this time no areas have been identified. Everyone has been made aware of the delay and the possible effects (cooperating agencies and applicant) and have not indicated an issue.

Description:
Dairyland Power Cooperative ("Dairyland"), a cooperative organized under the laws of Wisconsin, American Transmission Company LLC by its corporate
manager, ATC Management Inc., (together, "ATC"), and ITC Midwest LLC ("ITC Midwest") (all collectively, "Utilities") propose to construct and own the Cardinal— Hickory Creek Transmission Line Project ("Project"), a 345 kilovolt ("kV") transmission line connecting northeast Iowa and south-central Wisconsin.
The U.S. Department of Agriculture's Rural Utilities Service is currently the lead federal agency for the preparation of an Environmental Impact Statement for the Project. The U.S. Fish and Wildlife Service and the U.S. Army Corps of Engineers are Cooperating Agencies. As of 9/23/20, all of the permitting for the Project is complete.
