All are aware of the changes due to federal funding lapsing. Lapse in funding required public meetings to be cancelled and the public comment period to be extended through the new public meetings. Public comment period was extended 8 weeks which puts the entire schedule back 8 weeks. We were already moving as quickly as possible and we can't continue until we have all comments received. We are working to address comments now as we can, but we anticipate new comments with the meetings which need to be addressed. As the EIS and ROD are delayed all dependencies will also change, and all other agencies ae aware and were consulted. Any issues related to this change will be discussed but have already been discussed with the project sponsor and other agencies. CERPO is also aware of this delay. Any opportunity to move faster than anticipated will be taken.

Description:
Dairyland Power Cooperative ("Dairyland"), a cooperative organized under the laws of Wisconsin, American Transmission Company LLC by its corporate
manager, ATC Management Inc., (together, "ATC"), and ITC Midwest LLC ("ITC Midwest") (all collectively, "Utilities") propose to construct and own the Cardinal— Hickory Creek Transmission Line Project ("Project"), a 345 kilovolt ("kV") transmission line connecting northeast Iowa and south-central Wisconsin.
The U.S. Department of Agriculture's Rural Utilities Service is currently the lead federal agency for the preparation of an Environmental Impact Statement for the Project. The U.S. Fish and Wildlife Service and the U.S. Army Corps of Engineers are Cooperating Agencies. As of 9/23/20, all of the permitting for the Project is complete.
