Milestone Extension: Environmental Impact Statement (EIS)

The completion date for the Record of Decision was revised to accommodate the conclusion of the Section 106 Programmatic Agreement that was required before the Record of Decision could be issued. The 106 Programmatic Agreement was fully executed on December 5th. This change of date was provided by the project sponsor and it does not affect the revised permitting timetable. There are no issues to be documented in the CPP and there are no adjustments to the timetable needed. The Record of Decision is the conclusion of the EIS process. The CERPO is aware of these previously revised date change.

Description:

The East Side Coastal Resiliency project (ESCR) is a comprehensive urban water management project designed to reduce the risk of floods from coastal storm surges and/or flooding from high-intensity rainfall events. The Proposed Rebuild by Design Project would be located in the Borough of Manhattan, NY (the Project Area). The purpose of the Proposed Project is to address coastal flooding vulnerability in a manner that reduces the flooding risk while enhancing waterfront open spaces and access to the waterfront. The principal objectives of the Proposed Project are as follows: (1) provide a reliable coastal flood protection system against the design storm event for the protected area; (2) improve access to, and enhance open space resources along the waterfront, including East River Park and Stuyvesant Cove Park; (3) respond quickly to the urgent need for flood protection and resiliency, particularly for communities that have a large concentration of residents in affordable and public housing units along the proposed project area; and (4) achieve implementation milestones and comply with the conditions attached to funding allocations as established by HUD, including scheduling milestones. The Proposed Project was paused in August 2018 while the Community Development Block Grant-Disaster Recovery grantee New York City Office of Management, in cooperation with the Project lead New York City Department of Design and Construction and project partner New York City Department of Parks and Recreation re-evaluated the project design.  That re-evaluation resulted in a newly identified preferred alternative that is analyzed in the DEIS made available for public comment on April 5, 2019.
