The FAST-41 covered Santa Fe Indian School (SFIS) Pueblo Education Network (PEN) Environmental Assessment (EA) has run into issues and needs to extend the Permitting Dashboard milestones. Due to SFIS staffing changes, it has taken time to establish training of new staff and further project execution. Since early summer 2024, consultant contracts and spending were put on hold and has resulted in a number of environmental review and permitting timeline delays. Foremost, Section 106 completion still needs to occur with the Pueblos of Zuni, Acoma, Isleta and Ramah Navajo Leadership and THPOs and NM SHPO on cultural surveys and sensitivity concerns. The permitting dashboard currently identifies Section 106 concluding on 1/15/25, but we now estimate up to six additional months of work that needs to be factored into the permitting dashboard date to reach Section 106 conclusion. This change will have cascading effects to the Final EA/FONSI dates and all other Cooperating Agency Federal Actions and milestone dates.

Description:
The Pueblo Education Network builds middle mile broadband infrastructure for tribes, enabling digital economy participation and effectuating last-mile internet access to homes and anchor institutions and tribal businesses. The Pueblo Education Network also creates a private education network connecting tribal PreK-20 schools and libraries to each other and to national research and education networks, modernizing Indian Education in the global information age. The overall footprint is approximately 324 miles. The project originates in Albuquerque, New Mexico and travels through Isleta Pueblo, Acoma Pueblo, and Zuni Pueblo lands with the fiber path ending at the Zuni Elementary School, Zuni Head Start Building, Zuni Governor’s Office, and Zuni High School. The fiber path will primarily be immediately adjacent to already established roads and will travel through private lands, Bureau of Land Management, US Forest Service, New Mexico State Land Office, Navajo Nation lands at Ramah, and Zuni Pueblo lands.
