Milestone Extension: Environmental Impact Statement (EIS)

A shift in the EIS schedule is necessary due to a delay in completion of construction and operations plan (COP) milestone(s) as further detailed below under the relevant action. The EIS action milestones are dependent on COP Milestone Applicant submits an Application Consistent with the NOI Checklist because this milestone must be completed before initiation of the NEPA process through issuance of a Notice of Intent (NOI) to prepare an EIS. BOEM requests to shift the Issuance of Notice of Intent to prepare an Environmental Impact Statement (EIS) (Agency Action) by 417 days from April 30, 2026, to June 21, 2027, with corresponding shifts in other EIS milestones.

Description:

Skipjack Offshore Energy, LLC (SJOE) intends to develop, build, operate, and own (through one or more affiliated special purpose entities) an offshore wind farm located approximately 15 miles off the coast of Delaware within Lease Areas OCS A0519 and OCS A0482. The purpose of the Project is to construct and operate a new offshore wind farm designed to help one or more states within the mid-Atlantic region meet their clean energy goals. The Project would consist of up to 72 wind turbine generators (“WTG”), associated inter-array cabling, new onshore and offshore substations, transmission cables and onshore works for connection to the wholesale electric grid administered by PJM Interconnection L.L.C.

 

The Executive Director granted a Bureau of Ocean Energy Management request to extend completion dates for all actions on March 24, 2025. The Executive Director determination is posted here.
