Prior to developing outer continental shelf oil and gas resources, a lessee must have an approved development and production plan. The plan must describe the objectives and tentative schedule for start to completion. BOEM regulations at 30 CFR 550. 242 describe the information that must accompany the plan. BOEM conducts both technical and environmental reviews of the plan. The plan must meet adequate provisions for safety, environmental protection, and conservation of natural resources and comply with the Outer Continental Shelf Lands Act and implementing regulations, and other Federal laws.
