BLM is responding to an application for a right-of-way on public lands. If the BLM offers a right-of-way grant to the applicant, the target date for this action will be the offer date of the right-of-way grant to the applicant for their signature.. The BLM must decide whether and under what conditions to grant a right-of-way for the portion of the project that would be constructed on BLM-managed lands. The BLM will issue a Right of Way (ROW) if the EIS is approved for construction of a solar facility on approximately 3,000 acres of land.
