Issuance of a single combined FEIS-ROD

Description:

FRA is preparing an Environmental Impact Statement (EIS) in compliance with NEPA, 23 U.S.C. § 139, the Council on Environmental Quality (CEQ) regulations implementing NEPA (40 CFR parts 15001508), and 23 CFR part 771 and 774. After release and circulation of a Draft EIS for public comment, FRA intends to issue a single document that consists of the Final EIS and Record of Decision unless it determines the statutory criteria or practicability considerations preclude issuing a combined document.
