Description:
The purpose of this project is to eliminate bottleneck locations, improve safety, and improve operational capacity due to future traffic demands on State Route 14 (SR-14) between Newhall Ave. and Agua Dulce Canyon Rd. in Los Angeles County. Major objectives considered in developing the project include improving traffic flow, reducing travel delay, increasing travel time reliability, accommodating future traffic growth, and improving safety. Several segments of State Route 14 in the Antelope Valley are currently operating at near or over-capacity with a Level of Service (LOS) “E” or “F” during peak periods. Motorists are experiencing considerable travel time delays within the study area due to traffic demand exceeding the roadway capacity, especially during the AM and the PM peak hours. The freeway is congested during peak periods due to drop off lanes that cause bottlenecks on the freeway which result in weaving and merging near the interchanges. Traffic backing up onto the mainline lanes creates a rippling effect by downgrading the operations of the on and off-ramps, resulting in unfavorable weaving and merging by motorists connecting to or exiting the mainline; this adds to motorists’ frustration and, consequently, to a higher accident rate and reduced safety and operational efficiency throughout this corridor. With the expected increase in traffic demand due to ambient growth and/or planned developments within the neighboring communities and beyond, the no-build alternative would render large segments of the route to operate at an unacceptable level of service by the 2040 design year. In addition, the diversion of vehicles off SR-14 due to excessive traffic and poor operational performance would also negatively influence other roadway segments that run parallel to SR-14.
