Dallas to Houston High Speed Rail

ENVIRONMENTAL REVIEW AND PERMITTING STATUS
ESTIMATED COMPLETION DATE OF ENVIRONMENTAL REVIEW AND PERMITTING
The Dallas to Houston High Speed Rail Project would provide high speed rail service between Dallas, TX and Houston, TX utilizing the N-700I Tokaido Shinkansen system from Japan. Three stations are proposed as part of the project: one terminal station in Dallas, one intermediate Brazos Valley Station in Grimes County, and one terminal station in Houston.
Current FRA regulations do not address equipment requirements for train speeds above 150 miles per hour (mph). Therefore, before the project can operate in the United States FRA may issue a Rule of Particular Applicability (regulations that apply to a specific railroad or a specific type of operation), a series of waivers or take another action to ensure the Project is operated safely. This regulatory action(s) constitutes a major federal action and triggers the environmental review under NEPA.
Currently, this project is 100% privately funded.

FRA released the Final EIS on May 29, 2020: https://railroads.dot.gov/elibrary/dallas-houston-high-speed-rail-project-list-repositories-within-project-area
Following a minimum 30-day waiting period announced in the Federal Register on May 29, 2020, during at which time agencies and the public may review the Final EIS, FRA anticipates preparing a Record of Decision, documenting FRA’s decision, the alternatives considered in the EIS, the environmentally preferable alternative, and summarizing the required mitigation measures.
