Description:

The proposed project would transform LAUS from a "stub-end tracks station" into a "run-through tracks station" with a new passenger concourse that would improve the efficiency of the station and accommodate future growth and transportation demands in the region. Key components of the proposed project include: an optimized throat with one new lead track, an above-grade passenger concourse with new expanded passageway; new passenger platforms on an elevated rail yard; new run-through tracks viaduct over the US-101 freeway; new loop track; new rail communication, signals, and tracks; and modifications and safety enhancements to US-101 and local roadways. The proposed project accommodates the planned High-Speed Rail system throughout the project limits, and on shared lead tracks north of LAUS. 

The environmental review, consultation, and other actions required by federal environmental laws for this Project are being or have been carried out by the State of California pursuant to 23 United States Code (USC) 327 and a final Memorandum of Understanding effective July 23, 2019 (renewed July 22, 2024) and executed by the Federal Railroad Administration (FRA) and the State of California. As specified in the MOU, under the National Environmental Policy Act (NEPA) Assignment Program the FRA has assigned its federal environmental review responsibilities to the Authority. However, the FRA retains responsibility for certain activities including performing Clean Air Act conformity determinations and conducting formal government-to-government tribal consultations. Otherwise, the Authority is the federal lead agency for this project. The Los Angeles County Metropolitan Transportation Authority (Metro) is the Project sponsor, joint NEPA lead agency, and lead agency for state environmental reviews under the California Environmental Quality Act (CEQA).
