Description:

Purpose and Need The purpose of the proposed project is to provide transportation improvements that address multiple existing deficiencies. The project objectives include:  Improve access for all travel modes in the area including bicycles, pedestrians, vehicular, and transit.  Improve safety for all travel modes in the area.  Safeguard economic vitality of local commercial centers and City of Modesto.  Improve supporting facilities, travel time, and reliability for high-occupancy vehicle (HOV), electric vehicle, and transit users. The proposed project is needed at the State Route 99 (SR-99) at Standiford Avenue/ Beckwith Road interchange, the Beckwith Road-Standiford Avenue/Sisk Road roadway connection, and the Standiford Avenue/Dale Road roadway connection because it has the following deficiencies:  Closely spaced intersections with excessive queueing that impacts operations at intersections along SR-99  No ramp metering and no HOV bypass lanes on the on/off ramps  No dedicated bicycle facilities  Inadequate pedestrian facilities  Inadequate transit facilities in a high-demand traffic area The proposed project is also needed for the following reasons: Access for All Modes of Transportation – There is insufficient multi-modal access and connectivity within the project area. There are limited facilities for pedestrians and no dedicated facilities for bicycles. Existing transit facilities are insufficient to provide convenient local accessibility and do not accommodate planned regional transit improvements. This leads to an inability of all modes of transportation to effectively, and safely access local destinations.
