Description:

The purpose of this project is to provide a safe, sustainable and efficient water and wastewater system at the Willey’s Well Safety Roadside Rest Area (SRRA) that complies with applicable State and Federal statutes and regulations, and conserves limited maintenance resources. Caltrans owns and operates the Wiley’s Well SRRA water and wastewater system. State Statute §116555(a) (3) requires public water system owners to “provide a reliable and adequate supply of pure, wholesome, healthful and potable water.” Currently, the northside of I-10 at Wiley’s Well Road provide the SRRA for the public. The current public water system at project site is gradually reaching its design life and may not be able to accommodate the traffic growth and future site upgrade. Caltrans owns and operates onsite wastewater treatment systems (OWTS). State statute §13291 requires OWTS to treat the effluent such that discharge meets Regional Water Control Boards (RWQCB) Basin Plan water quality standards. The wastewater discharge system was recently upgraded at the site, with leach field.
