Description:
The purpose of the proposed action is to provide the traveling public and freight
movements with safe and efficient transport of users and goods within IA 92, IA 23, US 63 and the
surrounding highway system. The Need for the proposed project is as follows: Improve current / future
traffic operations on US 63 and IA 92 through downtown Oskaloosa, enhance Safety, improve freight
flow to reduce heavy truck traffic in residential areas, extend payment life and support economic
growth near IA 23 and innovation park.
