Description:

The Federal Railroad Administration (FRA) is providing Federal funding to Amtrak to redevelop the Canal Street Yard in Chicago from its current configuration as a freight rail yard into a modern maintenance facility and coach yard for Amtrak’s Chicago-based services. The purpose of the Proposed Action is to modernize and consolidate Amtrak’s Chicago area maintenance operations to ensure a state of good repair, support safe and efficient passenger rail service, and provide the capacity needed for current and future fleet demands on state-supported Midwest routes and long-distance service nationwide. The project seeks to replace aging, space-constrained, and operationally limited facilities at the 14th Street Yard with a modernized, purpose-built maintenance complex at the Canal Street Yard that can accommodate contemporary equipment, expanded service requirements, and improved operational reliability.

FRA initially concluded that the construction of the maintenance facilities on the Canal Street Yard qualified for a categorical exclusion. Subsequently, Amtrak sought to use Federal funding to make necessary structural repairs to seventeen viaducts supporting the Canal Street Yard. After reviewing this modified project scope, FRA has decided to prepare an environmental assessment, through a process that will include public comment, for the Proposed Action.
