Description:
**LOCAL OVERSIGHT**NEPA
The City of Lake Elsinore (City) in cooperation with the California Department of Transportation (Caltrans) is proposing to improve the Interstate 15 (I-15)/Nichols Road interchange located in the City of Lake Elsinore from postmile 22.8 (0.6 miles north of Central Avenue) to postmile 24.5 (2.3 miles south of Lake Street) in Riverside County (see Attachment C for Figure 1). The I-15 Nichols Road Interchange Improvement Project (Project) is subject to State and Federal environmental review requirements. Project documentation would be prepared in compliance with both the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). Caltrans is the lead agency under both CEQA and NEPA, as assigned by the Federal Highway Administration (FHWA).
The proposed I-15 Nichols Road Interchange improvements would include adding segments of auxiliary lanes on I-15; widening the Nichols Road Overcrossing and ramps to improve storage capacity and add shoulders; adding complete street elements such as sidewalks, crosswalks, Americans with Disabilities Act (ADA) compliant curb ramps, and bicycle lanes; and adding or upgrading intersection traffic control devices. Other Project improvements would include realigning Nichols Road over Temescal Creek, west of the interchange (See Attachment C for Figure 2). The Project would connect with the planned Ethanac Expressway Corridor Project on the east side of the interchange, which is sponsored by the County of Riverside Transportation and Land Management Agency (RTLMA). Land uses within and surrounding the Project area consist of open space interspersed with residential, commercial, and industrial land uses. Safety and operational improvements are some of the anticipated benefits resulting from this Project.
