Alternative Point Of Contact (Optional): ----------------------------- Project Purpose: The purpose of the Attentive Energy Two Offshore Wind Project (Project) is to develop an offshore wind energy generation facility within the Wind Development Area (WDA), which encompasses approximately 42,502 ac (17,200 ha) in the western portion of Lease Area OCS-A 0538, to provide renewable wind energy to New Jersey by the early 2030s. The Project will help meet state and national renewable energy goals and targets, such as diversifying the energy supply, increasing energy reliability, contributing to federal, state, and local economies, supporting the development of renewable energy infrastructure, and reducing greenhouse gas emissions. Additionally, the Project is being developed to meet Attentive Energy LLC’s obligations under the Board Order issued by the New Jersey Board of Public Utilities to deliver 1,342 MW of offshore wind energy, as measured at the Project point of interconnection, to New Jersey. ----------------------- ------------------------------------------------------- Project Description: The Attentive Energy Two Offshore Wind Project (Project) consists of a wind energy generation facility (including wind turbine generators, foundations, inter-array cables, and one offshore substation) within the Wind Development Area (WDA), which encompasses the western portion of Lease Area OCS-A 0538, offshore and onshore export cable facilities (offshore export cable corridor, offshore export cable, and onshore export cables), and an onshore converter station. The WDA is located in federal waters, approximately 36 nautical miles (nm) (68 kilometers [km]) from the nearest shoreline point in New Jersey and 47 nm (87km) from the nearest shoreline point in New York. The Project would interconnect at the Larrabee Collector Station, a substation in Howell Township, New Jersey. --- Technical and Financial Ability: Attentive Energy LLC is owned by affiliates of TotalEnergies and Corio Generation who together have extensive experience in project financing and developing offshore wind assets and a proven track record in successfully financing generation and transmission facilities. In compliance with BOEM regulations (30 CFR 585.516), Attentive Energy LLC will provide financial assurance that lessee obligations can be fulfilled prior to approval of the Construction and Operations Plan and prior to authorization to commence construction. Per 30 CFR 585.527, BOEM has the authority to allow evidence of financial strength and reliability to meet financial assurance requirements. As stipulated in the Lease, Attentive Energy LLC must provide and maintain at all times a surety bond or other form of financial assurance approved by the Bureau of Ocean Energy Management (BOEM). If at any time during the term of the Lease, BOEM requires additional financial assurance, Attentive Energy LLC will furnish the additional financial assurance required by BOEM within 90 days after receipt of the notice of such adjustment. ---------------- . Summary of Financing, Reviews and Authorizations: The Project will undergo various federal, state, and local reviews and authorizations to ensure compliance with applicable regulations throughout its construction, operations and maintenance, and decommissioning stages. The Bureau of Ocean Energy Management serves as the lead federal agency throughout the Project’s permitting stage, including the preparation of an environmental impact statement as required under the National Environmental Policy Act. Federal permits and authorizations include consultations under the Endangered Species Act and the Marine Mammal Protection Act, as well as the Clean Air Act and Clean Water Act. Additional approvals will be required for essential fish habitats, historical preservation under the National Historic Preservation Act, and activities impacting navigable waters under the Rivers and Harbors Act. At the state level, the Project will need Coastal Zone Management Act consistency certifications from both New Jersey and New York, among water quality certifications and other New Jersey state-specific permits. Decommissioning work of the Project will be undertaken in accordance with the regulations and requirements in place at the end of the Project’s life. The Project expects to be eligible for the Investment Tax Credit. . Project Assessment: The Attentive Energy Two Offshore Wind Project (Project) meets the definition of a covered project as defined in 42 U.S.C. §4370m(6)(A) of the FAST Act. This statute defines a covered project as one that requires federal authorization, is subject to the National Environmental Policy Act (NEPA), and involves infrastructure projects for renewable energy production. The Project requires multiple federal authorizations and an environmental impact statement under NEPA and will benefit from the timetable structure created for the federal permitting review. The streamlined and collaborative nature of FAST- 41 will support the timely and cost-effective delivery of the Project, contributing to state and national renewable energy goals and targets and the advancement of renewable energy infrastructure.
