On February 11th, EDFR (Project Sponsor) presented a revised site plan that combines elements studied in the Draft EIS to create a project that has fewer environmental impacts. EDFR understands that it will take time to review this revised plan in detail, even though it combines various elements that have already been studied. EDFR has requested extensions of time to allow for the Applicant and the Agencies to coordinate on the incorporation of the revisions and to develop commensurate and appropriate mitigation measures to reflect the reduced impacts of the project. The time will also allow BLM and FWS to incorporate these recent design revisions provided by the Applicant, along with commensurate prudent and reasonable measures, into the Biological Opinion. Subsequently these revisions would be reflected in the Final EIS for the Project.
