The COP for this project was initially filed with BOEM in December 2020, and an NOI was published in the Federal Register in July 2021. BOEM is currently working towards a Draft Environmental Impact Statement milestone in 2024. The NEPA schedule is delayed primarily due to the project sponsor changing the design envelope of the project such that changes will need to be made to the analyses supporting the NEPA review, consultations, and permits. The project sponsor plans to submit an updated Construction and Operation Plan (COP) to BOEM in March. The PDE changes include a reduction in number of turbines and the Wind Development Area, a change to the onshore cable route parameters, and information on accommodating a layout which complies with a request from DOD that will be analyzed as an alternative in the DEIS. The project sponsor is making these changes primarily to eliminate overlap between their Kitty Hawk North and South projects. The estimated turbine reduction for Kitty Hawk North is from 69 turbines initially proposed to 55 turbines. BOEM must have this new information in order to complete the Draft Environmental Impact Statement (DEIS) and the Biological Assessment (BA). For Section 106: the changes to the PDE as described above will need to be analyzed and considered as part of the Section 106 consultation.
