The scoping effort for the Stillwater Mine project was initiated on June 16, 2026, with the publication of a legal notice in the newspaper of record. This represents the agency action in support of this milestone.  This is in compliance with the 2026 USDA NEPA regulations at 7 CFR 1b, which do not prescribe any process, procedure, or timeline for the conclusion of project scoping. The conclusion of project scoping is therefore a discretionary end date that does not represent an "agency action". The initiation of the scoping effort is an agency action that is shown on the Permitting Dashboard in the interest of transparency and accountability.  , basic_html

The schedule has been updated to allow the applicant more time to submit the Mine Plan of Operations. The schedule updates have been coordinated with Stillwater Mining Company and the State of Montana DEQ. As part of the schedule update, we reviewed the associated consultation timeframes for Section 106, ESA, and USACE 404 (401 is at state level) permitting efforts. There is no change to the Section 106 timeline at this time, with the next target date of 12/11/2026 for initiating consultation with SHPO/THPO. The level of permit required by USACE (nationwide or individual) is still pending, next current target date is 05/28/2027.
